9. Israel
Israel provides universal coverage. The government is involved in public health service, communicable diseases, screening, health promotion and education, and environmental health. They also regulate health plans, hospitals, and health care professionals.
The publicly finance NHI system automatically covers all citizens and permanent residents. Funds come from an income-related health tax and government revenues.
Israeli residents choose from four competing nonprofit health plans. Additional insurance can shorten waiting times and allow choice of provider. Private insurance is required for all foreign workers.
